FULTON COUNTY BOARD
REGULAR SESSION
MARCH 13, 2007

Chairman Edward L. Ketcham called the Regular Session, March 13, 2007 meeting to order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Member Shaw, which was followed by the Pledge of Allegiance to the Flag by Board members and guests.

Member Bucher moved to accept and place on file the Minutes of the Regular Session held February 13, 2007 with a second from Member Clark.  The motion carried by voice vote.

CONSENT AGENDA

Member Clark with a second from Member LaRiviere moved to accept and place on file the Consent Agenda.  The motion carried by roll call vote (20-0).

ACTION AGENDA

SAFETY

Member Parson moved to place on file the 1st quarter safety awards for the following associates: Clayberg-Becky Neidig; Sheriff-Joseph Wilson; Health Dept-Theresa Bankert and Courthouse-Stacey Barr.  Member Bucher seconded the motion.  The motion carried by voice vote.

TOURISM & COMMUNITY DEVELOPMENT

Member Shaw moved to adopt the Resolution in Support of Plan 336 and Expansion of Route 24 through Fulton County, IL with a second from Member Monari.  The motion carried by roll call vote (20-0).

PUBLIC WORKS AND HIGHWAY

Member LaRiviere moved to accept the Preliminary Engineering Agreement-Estimate Cost of $150,000.00 Lee Township 06-16111-00-BR with a second from Member Parson. The motion carried by roll call vote (20-0).

Member Clark moved to accept the Preliminary Engineering Agreement- Estimate Cost of $300,000.00, Union Township 07-22120-00-BR with a second from Member Pigg.  The motion carried by roll cal vote (20-0)


PROPERTY

Member Pigg moved to adopt the Resolution for the sale of Mt. Pisgah (38 acres) located in Ellisville Township, Fulton County, IL and that said real estate be sold at a public auction.  Member Huggins seconded the motion.  The motion was defeated by roll call vote (6-14).  Ayes-Member Bucher, Clark, Hall, Huggins, Manock, Pigg.  Nays-Member Abbadusky, Andrews, Helle, Ketcham, Kumer, LaRiviere, Medus, Monari, Parson, Pettet, Shaw, Simmons, Williams and D. Zessin.

FINANCE/INSURANCE

The Fulton County Treasurer, Victoria J. Harper addressed the full board about her responsibilities and updated the Board, that at the request of the Finance Committee for Treasurer Harper to submit the financial investment reports in another form; that it would take overtime for Judy Brown and Treasurer Harper to produce information, and therefore would require an increase in the Treasurer’s future budgets.

Member Manock moved to pay the claim to Countywide Office Supply in the amount of $21.07 for Zoning Receipt book with a second from Member Hall.  The motion carried by voice vote.

Member Manock moved to pay Foster-Jacobs, Inc in the amount of $31,170.18 for continuing work of the electrical updates for Fulton County Courthouse with a second from Member Bucher.  The motion carried by roll call vote (20-0)

Member Manock moved to pay Phillips and Associates in the amount of $1,529.12 for pre-construction phases at the Fulton County Courthouse with a second from Member Hall.  The motion carried by roll call vote (20-0).

Member Manock moved to pay Clifton Gunderson $12,500.00 for progress billing in connection with audit of November 30, 2006 financial statements with a second from Member Bucher.  The motion carried by roll call vote (18-2).  Nays-Members Abbadusky and Helle. 

Member Manock move to pay Data Corp, Inc in the amount of $649.00 for 24” monitor (6ms, GTG DVI LCD with height) for the ESAD laptop and this will be located at the Fulton County Highway Department in Canton, IL.  Member Parson seconds the motion.  The motion carried by roll call vote (20-0). 

Member Manock moved with a second from Member Bucher to pay the Illinois Association of County Board Members membership dues for 2007 in the amount of $1,050.00.  The motion carried by roll call vote (20-0).

Member Manock moved with a second from Member Hall to accept and pay the 1st Quarter County Board mileage and per diem (Dec 06, Jan 07, Feb 07) in the amount of $7,621.69.  The motion carried by roll call vote (18-2).  Nays-Members Monari and D. Zessin

Member Manock moved to adopt the Resolution to extend the Board of Review Hearings until May 30, 2007 with a second from Member Parson.  The motion carried by roll call vote (20-0.)

Member Williams moved to accept George Hall and Andy Andrews from the Fulton County Board to be write-in candidates on the Proxy for the Executive Board Election for ICRMT.  The motion carried by voice vote.

Member Manock moved to adopt the Resolution for County Working Cash Transfer of Funds to County Mental Health Fund in the amount of $83,000.00 to be reimbursed on or before November 30, 2007 with a second from Member LaRiviere.  The motion carried by roll call vote (20-0).

OTHER

Ad Hoc Committee for Hiring New Fulton County Zoning Officer

Member Hall updated the Board on the progress of finding a new Fulton County Zoning Office and said the Committee is getting the data ready to be published of the job description and where to send the resumes’.

Ad Hoc Committee for Fulton County Administrator

The next meeting will be March 29, 2007 at 5:30 pm at the Fulton County Health Department an update will be given at the April 10th, 2007 Board meeting.

Tele-Institutes-Fulton County Farm Bureau-Business Retention & Expansion

Mr. Nelson, Fulton County Clerk informed the Board of up coming educational classes to be held on March 29, 2007 from 3-5 pm at the Fulton County Farm Bureau.

ADJOURNMENT

Member Clark moved to adjourn the meeting with a second from Member Huggins at approximately 8:02 pm.  The motion was carried by voice vote. The next Fulton County Board meeting will be held on April 10, 2007 at 6:30 pm, Fulton County Courthouse, Room 201, Lewistown, IL.
