FULTON COUNTY BOARD

REGULAR SESSION

APRIL 10, 2007

 

Chairman Edward L. Ketcham called the Regular Session, April 10, 2007 meeting to order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

 

The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Member Pettet which was followed by the Pledge of Allegiance to the Flag by Board members and guests.

 

Member Clark moved to accept and place of file the Minutes of the Regular Session held March 13, 2007 with a second from Member Kumer.  The motion carried by voice vote.

 

ANNOUNCEMENTS, COMMUNICATION and CORRESPONDENCE

 

LIQUOR CONTROL

 

Member Parson moved to accept and place on file the Fulton County Fair and Racing Association Liquor License for a temporary Class C license for the Fulton County Fair and Racing Association to be held July 23rd through July 29th, 2007 with a second from Member Clark.  The motion carried by roll call vote (18-1).  Nay-Member Monari

 

PROCLAMATIONS AND PRESENTATIONS

 

Member Manock moved to place on file the Proclamation for Motorcycle Awareness Month for May 2007 with a second from Member Clark.  The motion carried by voice vote.

 

CONSENT AGENDA

 

Member Clark moved to adopt the Consent Agenda with the following deletions of # 7 and # 10 to be put on May’s Agenda with a second from Member Hall.  The motion carried by roll call vote (19-0).

SAFETY

 

Member Bucher said that Fulton County will take over the Animal Control Shelter when correction and repairs completed; (leaking roof and general maintenance items) then another walk through will be done to make certain these items are fixed.  A letter was written by the Fulton County State’s Attorney to the Humane Society about the discrepancies.

 

PUBLIC WORKS AND HIGHWAY

 

Member Clark moved to adopt the Resolution Authorizing Federal Aid Matching Funds for Right-of-Way Acquisition on County Highway 6 Project Section 03-00125-00-RS; and that the County Clerk and County Treasurer be authorized to issue orders against the Federal Aid Matching Fund when duly authorized by the Public Works and Highways Committee and the County Engineer, and to take any additional actions needed to complete this transaction.  Member Pigg second the motion.  The motion carried by roll call vote (19-0).

 

Member Clark moved to adopt the Resolution Authorizing County Aid for a Bridge Replacement in Union Road District section 07-22120-00-BR. The sum of $50,000.00 or as much therefore as maybe needed and is appropriated from the County Aid Bridge Fund of Fulton County for the replacement of a bridge on a Union Road District road, provided said Road District shall, levy, appropriate, and expend funds to meet the cost of said bridge replacement. Member Parson seconds the motion. The motion carried by roll call vote (19-0).

 

ZONING

 

Member Parson moved to accept the recommendation of the Zoning Board of Appeals and adopt the Resolution for the rezoning of Mr. Dustin Emory of 202 Union Street, London Mills, IL; parcel 03-02-03-123-006 from Residential (R-1) to Industrial ( I ) to construct a building to manufacture cabinets. The tract to be rezoned is south 64 feet of lot 3 and the south 64 feet of the west 15 feet of lot 4, block 1, Pierson’s Addition to London Mills.  Member Pigg seconded the motion.  The motion carried by roll call vote (19-0).

 

Member Clark moved to adopt the Resolution to appoint Bill Jarnagin of Canton, IL to the Zoning Board of Appeals Committee to fill the unexpired term of resigned Member Dennis Turner from April 10, 2007 through January 1, 2009 with a second from Member Parson.  The motion carried by roll call vote (18-1).  Nay-Member Zessin

 

Member Hall, Chairman of this Ad Hoc committee informed the Board and public that the next meeting will be April 18, 2007 at 1:00 pm to be held at the Fulton County Health Department, Room 103.  This meeting will be to update the job description and where the Zoning Office will be.

 

FINANCE/INSURANCE

 

Member Manock moved to pay the claim of Foster-Jacobs, Inc for electrical updates at the Fulton County Courthouse in the amount of $46,878.23 with a second from Member Bucher.  The motion carried by roll call vote (19-0).

 

Member Manock moved to pay the claim of Peoria Roofing for leak repairs at the Fulton County Courthouse in the amount of $475.00 with a second from Member Bucher.  The motion carried by voice vote.

 

Member Manock moved to pay the claim of Pratt Lumber in the amount of $9.92 for filters for the Fulton County Courthouse with a second from Member Bucher.  The motion carried by voice vote.

 

Member Manock moved to pay the claim of Napa Auto Parts in the amount of $14.96 for a compressor belt for the Fulton County Courthouse with a second from Member Bucher.  The motion carried by voice vote.

 

Member Manock moved to pay the claim of E. W. Hobbs & Sons, Inc in the amount of $5,291.75 for the Fiatt Housing and Rehabilitation Project CDAP Grant # 05-24307 & STF Grant # 2194 with a second from Member Bucher.  The motion carried by roll call vote (19-0).

 

Member Manock moved to adopt the Resolution-Close Open Land Trust Fund Account directing the Fulton County Treasurer to close the Fulton County Open Land Trust Grant Fund 62 and the Fulton County Open Land Trust Grant savings account. The remaining balance of grant funds of $15,852.96 was expended for capital purposes on March 16, 2007. Member Bucher seconded the motion.  The motion carried by roll call vote (19-0).

 

Chairman Ketcham gave a report on what Clayberg Nursing Home financial numbers signify in the reports such as Fulton County Treasurer report, the Audit Reports and State Reports.  

 

Member Manock moved to adopt the Resolution for the Intergovernmental Agreement with Union Township for 2007 Assessment Duties for Union Township for the calendar year 2007 at the rate of Two dollars and fifty cents ($2.50) per parcel with a second from Member Bucher.  The motion carried by roll call vote (19-0).

 

Member Manock moved to adopt the Resolution for the County Working Cash Fund Transfer of Funds to Veteran’s Assistant Commission for an immediate emergency directing the Fulton County Treasurer to transfer an amount of $9,000.00 from the County Working Cash Fund to the County Veterans Assistance Commission Fund.  The amount of $9,000.00 shall be reimbursed to the County Working Cash Fund by the County Veterans Assistance Commission Fund on or before November 30, 2007. Member Pigg seconded the motion.  The motion carried by roll call vote (19-0).

 

OTHER

 

Ad Hoc Committee for Fulton County Administrator

 

Mr. Nelson, Fulton County Clerk informed the Board and public that a meeting was held on March 29, 2007 with Dave Anderson from Range Riders in regards to a County Administrator and that more information was being retrieved for a Fulton County Administrator.

 

Tele-Institutes-Fulton County Farm Bureau and U of I Extension Service

 

Mr. Nelson, Fulton County Clerk reported to the Board that the next class from Tele-Institutes sponsored by the U of I Extension Service and Fulton County Farm Bureau in Lewistown will be on May 24th, 2007 at 3:00 pm for TIF.

 

ADJOURNMENT

Member Clark moved to adjourn the meeting with a second from Member Parson at approximately 7:45 p. m.  The motion was carried by voice vote. The next Fulton County Board meeting will be held on May 8th, 2007 at 6:30 pm, Fulton County Courthouse, Room 201, Lewistown, IL.
