FULTON COUNTY BOARD

REGULAR SESSION

MAY 8, 2007

 

Chairman Edward L. Ketcham called the Regular Session, May 8, 2007 meeting to order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

 

The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Member Pettet which was followed by the Pledge of Allegiance to the Flag by Board members and guests. Member Monari after the Pledge of Allegiance gave an update on Member Ron Zessin who is over in Iraq serving in the Military and said he would enjoy emails from home or any correspondence from home to make the time go faster overseas.  Member Zessin’s email address is:  r.zessin@mchsi.com

 

Member Clark moved to accept and place on file the Minutes of the Regular Session held April 10, 2007 with a second from Member Parson.  The motion carried by voice vote.

 

ANNOUNCEMENTS, COMMUNICATION and CORRESPONDENCE

 

Member Shaw moved to grant permission to the Fulton County Historical and Genealogy Society for the re-printing of the book A History of Fulton County, IL in Spoon River Country.  The book was published 1968. Member Manock seconded the motion. The motion carried by voice vote.

 

Member Helle, Chairman of the Health Committee presented Clayberg Nursing Home a Certificate of Appreciation for a perfect Annual Life Safety Code Inspection by the Illinois Department of Public Health.  The inspection was done April 24, 2007, and as a result of this inspection, no life safety code deficiencies were found.

 

Member Medus moved to adopt the Resolution appointing Member Bucher as the Fulton County Board member representative to the Spoon River Partnership for Economic Development.  Member Bucher will be replacing Member Manock.  Member Pigg seconded the motion.  The motion carried by voice vote.

 

Member Parson moved to adopt the Resolution appointing Robert Champlin as a Zoning Board of Appeals Chairman.  Mr. Champlin will be replacing resigned Member Dennis Turner.  Member Manock seconded the motion.  The motion carried by voice vote.

 

Chairman Ketcham reported to the Board that a temporary Class C Liquor License was approved for a one day event for the Lewistown Chamber of Commerce for the Edgar Lee Masters Day held June 2, 2007 for a wine tasting and selling event at the Fulton County Fair Grounds in Lewistown, IL.

 

PROCLAMATIONS AND PRESENTATIONS

 

Member Helle moved to place on file the Proclamation for Emergency Medical Services Week May 20-26, 2007 with a second from Member Kumer.  The motion carried by voice vote.

Member Parson moved to adopt the Consent Agenda with the following deletion of #6 with a second from Member Clark.  The motion carried by roll call vote (20-0).

PUBLIC WORKS & HIGHWAY DEPARTMENT

 

Member Clark moved to adopt the Resolution Authorizing County Aid on a Culvert Replacement on Lasswell Road in Cass Road District.  And, that the sum of $10,000.00 or as much therefore as may be needed, be appropriated from the County Aid Bridge Fund; and provided said Road District shall levy, appropriate, and expend funds to meet one-half of cost of said culvert replacement.  The County Clerk and Treasurer are authorized to issue orders against the County Aid Bridge Fund appropriation and when duly authorized by the Public Works and Highways Committee and the Superintendent of the Public Works and Highway.  Member Parson seconded the motion.  The motion carried by roll call vote (20-0).

 

Member Clark moved to adopt the Resolution Authorizing County Aid on a Culvert Replacement on Sinnet Chapel Road in Cass Road District. And, that the sum of $11,500.00 or as much therefore as may be needed, be appropriated from the County Aid Bridge Fund; and provided said Road District shall levy, appropriate, and expend funds to meet one-half of cost of said culvert replacement.  The County Clerk and Treasurer are authorized to issue orders against the County Aid Bridge Fund appropriation and when duly authorized by the Public Works and Highways Committee and the Superintendent of the Public Works and Highway.  Member Parson seconded the motion.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Preliminary Engineering Service Agreement for Federal Participation on 07-00117-03-BR County Highway 27; Freeman Bridge with a second from Member Parson.  The motion carried by roll call vote (20-0).

 

Member Pigg moved to accept with a second from Member Clark the Report for Award of Material Proposals for Various Townships and Fulton County. The Fulton County Public Works and Highway Committee recommend the material proposal bids be awarded to the low bidder subject to the Resolution of protest matters and Illinois Department of Transportation concurrence. The motion carried by roll call vote (20-0).

 

ZONING

 

Member Parson moved to adopt the Resolution upon the recommendation from the Zoning Board of Appeals Committee for Timothy and Lisa Bankert to rezone from Residential 1 (R-1) to Business (B) for a Lawn Equipment Service Shop and Used Equipment Sales place located at 1000 West Hickory, Canton, IL.  Member Clark seconded the motion.  The motion carried by roll call vote (20-0).

 

Member Parson moved to adopt the Resolution upon the recommendation from the Zoning Board of Appeals Committee for Bryan Strob in Young Hickory Township at 11942 East Highway 116, London Mills, IL to rezone one acre from Agricultural/Conservation (A/C) to Industrial (I) to manufacture wood cabinets/furniture in existing building with hopes of expanding building in the future with a second from Member Clark.  The motion carried by roll call vote (20-0).

 

Member Clark moved to adopt the Resolution upon the recommendation from the Zoning Board of Appeals Committee for Brian McCormick to rezone from Residential (R-1) to Business (B) to construct a grain bin in Vermont Township at 1325 Elizabeth Road, Vermont, IL with a second from Member Parson.  The motion carried by roll call vote (20-0).

 

FINANCE/INSURANCE

 

Member Manock moved to pay Phillips and Associates the sum of $2,286.48 for the Construction Phase of the Fulton County Courthouse Electrical Update with a second from Member Bucher.  The motion carried by roll call vote (20-0).

 

Member Manock moved to pay Foster Jacobs, Inc. the sum of $51,264.90 for electrical updates at the Fulton County Courthouse with a second from Member LaRiviere.  The motion carried by roll call vote (20-0).

 

Member Manock moved to pay Byers Printing the sum of $3,465.20 for a new Plat cabinet located in the County Clerk Land Records office of the Fulton County Courthouse with a second from Member LaRiviere.  The motion carried by roll call vote (20-0).

 

Member Manock moved to pay the 1993 Landfill Bond Principal and Interest payment in the amount of $6,581.25 to the Marine Bank in Springfield, IL with a second from Member Bucher.  The motion carried by roll call vote (20-0).

 

Member Manock moved to pay Clifton Gunderson the sum of $5,400.00 for Consultation on Nursing Home; Review investment policy, and progress billing in connection with audit of November 30, 2006 financial statements.  Member Hall seconded the motion.  The motion carried by roll call vote (18-2). Nays-Members Abbadusky and Pettet.

 

Member Manock moved to pay Miller, Hall & Triggs the sum of $221.25 for a Labor Relations Counsel for Circuit Clerk with a second from Member Hall.  The motion carried by roll call vote (20-0).

 

Member Manock moved to pay ESDA the sum of $1,081.95 for ESDA monthly claims with a second from Member LaRiviere.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution for the County Working Cash Fund Transfer of Funds to Fulton County Extension Service for an immediate emergency directing the Fulton County Treasurer to transfer an amount of $14,000.00 from the Working Cash Funds to the Fulton County Extension Service.  The amount of $14,000.00 shall be reimbursed on or before November 30, 2007.  Member Bucher seconded the motion.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution to empower the County Board to enter into an Intergovernmental Agreement with Buckheart Township to perform assessment duties for Buckheart Township for the calendar year 2007 at the rate of $1,250.00 with a second from Member Bucher.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution appointing the Fulton County Joint Advisory Health Insurance Committee as follows: Anne Widener, Rep-Circuit Clerk’s office; Marcy Turley, Rep-Courthouse; Roxanne Lingenfelter, Rep-Clayberg; Trudy Williams, Rep-Sheriff’s Station; Sam Swickard, Rep-Highway Department; Damon Roberson, Rep-Non-Union Employees; and six representatives of the employer Fulton County; George Hall, Chairman of Committee, Robert Bucher, Linda Helle, Doreen Shaw, James Nelson and Victoria Harper.  Member Andrews seconded the motion.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution directing the Fulton County Treasurer to close the Fulton County Revolving Loan Fund #40 checking account with a second from Member Bucher.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution directing the Fulton County Treasurer to close the Fulton County Wee-Ma-Tuk & Fiatt Grant Fund 55 and the Fulton County Wee-Ma-Tuk & fiatt CDAP Grant checking account with a second from Member Bucher.  The motion carried by roll call vote (20-0).

 

Member Manock moved to adopt the Resolution that $800,000.00 be appropriated from unappropriated fund to meet an immediate emergency into the Clayberg Nursing Home Fund and be replaced in line item #045-590.000-101, County Contribution to State. Also, that the Fulton County Treasurer be directed to make appropriate entries for the implementation of the receipt of the Clayberg Nursing Home Medicaid payments, the County General Fund contribution to the State of Illinois, and the quarterly reimbursement from non-Medicaid revenue from the Clayberg Nursing Home Fund to the County General Fund.  Member Bucher seconded the motion.  The motion carried by roll call vote (20-0).

 

OTHER

 

Ad Hoc Committee for Hiring New Fulton County Zoning Officer

 

Member Hall, Chairman of the Ad Hoc Committee for New Zoning Officer updated the Board on the status of the Committee, in which, they are ready to place an ad in the paper for a new Fulton County Zoning and Community Development Officer with a salary range of $30-32,000.00 with benefits.

 

Member Bucher moved to adopt the Resolution to hire a new Fulton County Zoning and Community Development Officer that provides appropriations in excess of those authorized by the budget to meet an immediate emergency and is hereby appropriated from unappropriated funds in the Fulton County General fund as follows: line item #001-510.110-015 Staff Salaries-$14,000.00; line item #001-520.301-015 Office Supplies and Expense-$15,000.00.  Also resolved, were new appropriations of $36,000.00 to be appropriated from unappropriated funds in the Fulton County GIS Fund as follows: line item #060-510.130-116 Staff Salaries-$14,000.00 and line item #060-500.300-116 Office Supplies and Expense-$22,000.00. This Resolution results in a total new budget of $84,000.00 for the Zoning and Community Development Office for the 2006-2007 Budget Appropriation.  Member Shaw seconded the motion.  The motion carried by roll call vote (18-2).  Nays-Members Kumer and Pettet.

 

The Ad Hoc Committee for Fulton County Administrator will be meet next on May 17, 2007 at 5:30 pm in Room 103 at the Fulton County Health Department

 

The next Tele-Institutes class in association with the University of Illinois Extension Service held at the Fulton County Farm Bureau will be held May 24, 2007 at 3:00 pm.

 

EXECUTIVE SESSION

 

Member Clark moved to go into Executive Session with a second from Member Manock at 8:20 p.m. for Personnel issues.  The motion carried by roll call vote (20-01).

ADJOURNMENT

Member Helle moved to adjourn the meeting with a second from Member Andrews at approximately 8:47 p. m.  The motion was carried by voice vote. The next Fulton County Board meeting will be held on June 12th, 2007 at 6:30 pm, Fulton County Courthouse, Room 201, Lewistown, IL.
