FULTON COUNTY BOARD
REGULAR SESSION
JUNE 12, 2007
Chairman Edward L. Ketcham called the Regular Session, June 12, 2007 meeting to
order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in
Lewistown, IL.
The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Member Pettet which was followed by the Pledge of
Allegiance to the Flag by Board members and guests.
Member Clark moved to accept and place on file the Minutes of the Regular
Session held May 8, 2007 with a second from Member Andrews. The motion carried
by voice vote.
PROCLAMATIONS AND PRESENTATIONS
Member Abbadusky presented the family of Frank Diefendorf, Jr., who was a
Trustee of the Farmington Fire Protection District for 40 years, a Special
Recognition Certificate for his years of dedicated service.
LIQUOR CONTROL COMMISSION
Member Medus moved to place on file the Renewal Report for the 2007-2008 Class A
Liquor Licenses in Fulton County for Josie’s Tap, Hunters Haven, Bucher’s Club
24, Wee-Ma-Tuk Hills, Anderson Lake Tavern and Scapecchis Supper Club with a
second from Member Parson. The motion carried by voice vote.
Member Huggins moved to place on file the Report for the Class C Temporary
Liquor License-One Day Event for Canton Area Chamber of Commerce to be held on
July 28, 2007 with a second from Member Parson. The motion carried by voice
vote.
PRESENTATION
Mr. David Anderson, Range Rider for Illinois City/County Management Association
(ILCMA) presented to the Board information on some of the advantages of having a
County Administrator such as: County Board Members and Chairman do not have
enough time to devote to the job-County government is big business; Need someone
to guide and control expenditures; Someone up to date on changing State and
Federal laws; Need someone to keep County Board better informed; County
Administrator will make sure contracts and franchise agreements are followed;
Better equipped to hire, train and discipline associates; Improve operations of
offices; Better fiscal control.

FINANCE/INSURANCE
Member Bucher moved to pay the claim to Canton Daily Ledger for $110.88 for a
help wanted ad for Zoning Officer with a second from Member Parson. The motion
carried by voice vote.
Member Bucher moved to pay the claim to the Fulton County Democrat for $102.00
for a help wanted ad for Zoning Officer with a second from Member LaRiviere. The
motion carried by voice vote.
Member Bucher moved to pay the claim to WYBS Radio Station for $48.00 for a help
wanted ad for Zoning Officer with a second from Member LaRiviere. The motion
carried by voice vote.
Member Bucher moved to pay the claim to Waste Management for Clayberg Nursing
Home in the amount of $642.87 with a second from Member Hall. The motion carried
by roll call vote (18-0).
Member Bucher moved to pay the claim to Ryco Distributing, Inc. for materials
and labor to change out a 400 AMP disconnect, replace A phase 500 MCM wire
between disconnect and chiller unit-Drive ground rod then ground disconnect and
chiller in the amount of $2,800.00. Member Pigg second the motion. The motion
carried by roll call vote (18-0).
Member Bucher moved to pay the claim of Foster-Jacobs, Inc., in the amount of
$28,550.00 for electrical updates at the Fulton County Courthouse with a second
from Member LaRiviere. The motion carried by roll call vote (18-0).
Member Bucher moved to pay the claim from Canton Daily Ledger in the amount of
$526.85 for a legal ad for Fulton County Fiscal Year 2005-2006 Audit Report with
a second from Member Huggins. The motion carried by roll call vote (18-0).
Member Bucher moved to pay the claim from Clifton Gunderson in the amount of
$2,400.00 for progress billing in connection with the audit of November 30, 2006
financial statements. Member Hall seconded the motion. The motion carried by
roll call vote (17-0). Absent for vote-Member LaRiviere
Member Bucher moved to pay the second quarter Mileage and Per diem for the
Fulton County Board in the amount of $11,297.79 with a second from Member Hall.
The motion carried by roll call vote (17-0). Absent for vote-Member LaRiviere
Member Bucher moved to pay the Verizon claim for Fulton County ESDA in the
amount of $106.54 from line item # 01-520.310-064 with a second from Member
Hall. The motion carried by voice vote.
Member Bucher moved to adopt the Resolution for Transfer of Funds upon the
General Fund/Jail Fund whereas $4,323.07 was moved from Contingency Fund
#01-590.604-21 to the Repairs and Maintenance Fund #01-560.101-09 with a second
from Member Andrews. The motion carried by roll call vote (18-0).
Member Bucher moved to adopt the Resolution Ascertaining the Prevailing Rate of
Wages as Determined by the Illinois Department of Labor and to file a certified
copy of the Resolution with both the Secretary of State and Department of Labor
of the State of Illinois with a second from Member Hall. The motion carried by
roll call vote (18-0).
Member Bucher moved to adopt the Resolution whereas that $25,000.00 be
appropriated from unappropriated funds to meet an immediate emergency into the
County General Fund, line item #001-510.127-017, Special Reimbursed Project –ESDA
Siren Grant with a second from Member Clark. The motion carried by roll call
vote (18-0).
Member Bucher moved to adopt the Resolution Setting Minimum Liability Insurance
Limits for Outside Contractors whereas any outside contractor who is contracted
by the County of Fulton to perform work or services on County property or on
behalf of the County of Fulton shall provide the county with an original
certificate of insurance that is to be accepted by the County before said work
begins and said certificate shall provide for a minimum of $1,000,000.00 for
each occurrence on both the General Liability and Commercial Auto policy as well
as provide a policy for Worker’s Compensation and Employers’ Liability with
coverage set at statutory limits. All professionals including but not limited to
physicians, dentists, nurses, architects, engineers, attorneys, and accountants
shall provide the County with evidence of Professional Liability coverage with
limits of at least one million dollars per claim. All general contractor are
responsible for subcontractors compliance with the insurance requirements set
forth in this Resolution. All contracts with the County involving outside
contractors shall include hold harmless indemnification language in said
contract that is satisfactory to the County. The County of Fulton shall be named
as an additional insured on the General Liability coverage. Member Huggins
seconded the motion. The motion carried by roll call vote (18-0).
Fulton County Treasurer, Victoria Harper gave the mid-year report as to where
the County stands financially and the ending cash balance in the General Fund
for May 2007 was $3,153,595.63.
Member Bucher moved to adopt the Resolution appointing Kenneth Holmes to serve a
two year term on the Fulton County Board of Review, commencing June 1, 2007 and
expiring May 31, 2009 with a second from Member LaRiviere. The motion carried by
roll call vote (17-0). Absent for vote Member Monari.
PERSONNEL/LEGISLATIVE
Member Monari moved to adopt the Resolution appointing Keith Balagna as Trustee
of the Farmington Community Fire Protection District and to hold office until
the first Monday of May 2010 and until his successor is appointed or qualified
with a second from Member Hall. The motion carried by roll call vote (18-0).
SAFETY
Member Bucher moved to place on file the second quarter Safety Awards as
follows: Charlene Martindale-Circuit Clerk’s Office; Stacey Lasswell-Clayberg;
Trever Kelly-Sheriff’s Department; Jo Campbell-Health Department; and the
Highway Department received the award for the entire department. Member Helle
seconded the motion. The motion carried by voice vote.
Member Bucher informed the Board that a walk-through of the Humane Society
Building will held on June 13, 2007 at 6:00 pm for anyone wanting to attend.
Member Parson discussed with the Board about getting an Agreement between the
Highway Department and ESDA to use one of the Highway’s larger trucks to pull
the Canton Haz Mat Trailer. This trailer can be used in emergency in Fulton
County, but we would have to call another county or put a call into the
Springfield ESDA office to use a truck to move it where it needed to be. This
item was not voted on due to the fact that this issue was not on the June Agenda
2007; however, Member Parson did request this item be put on the July Agenda
2007 for action to be taken.
PUBLIC WORKS AND HIGHWAY DEPARTMENT
Member Clark moved to adopt the Resolution Authorizing Federal Aid Matching
Funds for Right-of-Way Acquisition on the Monroe Property to purchase this
property for County Highway # 6 Road Project, Section 03-00125-00-RS with a
second from Member Parson. The motion carried by roll call vote (18-0).
Member Clark moved to adopt the Resolution Authorizing County Aid Funds for
Engineering and Construction on County Highway # 27 Freeman Bridge
07-00117-03-BR and the sum of $150,000.00 or as much thereof as may be needed,
be appropriated from the county Aid Bridge Fund of Fulton County for the County
Highway #27 Bridge. Member Parson seconded the motion. The motion carried by
roll call vote (18-0).
Member Bucher moved to place on file the Final-Summary of Cost for project
02-19114-00-BR. Funds appropriated for bridge work was $22,000.00; with the
actual cost being $15,066.54 for Fulton County’s cost. Member Parson seconded
the motion. The motion carried by voice vote.
PROPERTY
Member Huggins and Member Pigg both reported that the Fulton County Camping and
Rec Fishing Derby on June 9, 2007 was a huge success and wish to thank Jeff
Harris, FCCR Superintendent and his wife Lisa Harris for all their hard work and
to thank everyone else who made this first year a huge success.
OTHER
Ad Hoc Committee for Hiring New Fulton County Zoning Officer
Member Hall, Chairman of the Ad Hoc Committee for New Zoning Officer updated the
Board on the progress of trying to hire a new Zoning Officer. As of June 12,
2007, 15 résumé’s have been submitted and the Committee will meet on Friday,
June 15, 2007 at 2:00 pm at the Fulton County Highway Department in Canton.
Ad Hoc Committee for Fulton County Administrator
The next meeting for the Ad Hoc Committee for Fulton County Administrator will
be held June 21, 2007 at 5:30 pm at the Fulton County Health Department, Room
103 in Canton.
ADJOURNMENT
Member Clark moved to adjourn the meeting with a second from Member Helle at
approximately 8:30 p. m. The motion was carried by voice vote. The next Fulton
County Board meeting will be held on June 12th, 2007 at 6:30 pm, Fulton County
Courthouse, Room 201, Lewistown, IL.
