FULTON COUNTY BOARD
RECESSED SESSION
SEPTEMBER 11, 2007

Chairman Edward L. Ketcham called the Regular Session, September 11, 2007 meeting to order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Member Pettet which was followed by the Pledge of Allegiance to the Flag by Board members and guests.

Member Bucher moved to accept and place on file the Minutes of the Regular Session held August 14, 2007 with a second from Member LaRiviere. The motion carried by voice vote.

ANNOUNCEMENTS, COMMUNICATION AND CORRESPONDENCE

Fulton County Farm Bureau President, Randy Farr and Vice President, Lance Tarochione with Directors Sandy Bonney and Dan Williams came to the Board meeting to thank the Board for their support during the year and if anyone had any questions to contact the Fulton County Farm Bureau at 309-547-3011.

Chairman Ketcham introduced Ms. Helen Barrick from Clifton Gunderson, LLC. Ms. Barrick reviewed with the Board the Basic Financial Statement on the highlighted selected financial data and trends relative to internal and external economic factors affecting Fulton County.

Member Manock moved to adopt the Resolution that the People of Fulton County, Illinois, do hereby oppose the enactment of any legislation that would infringe upon the Right of the People to keep and bear arms and consider such laws to be unconstitutional and beyond lawful Legislative Authority. Member Parson seconded the motion. The motion carried by roll call vote (18-0).

Member Parson moved to adopt the Resolution for the Appointments of An Ad Hoc Committee to Assess Storage Needs of the County. Members of this committee will be Ed Huggins, Chairman; Neil Williams, Don Zessin and Andy Andrews. Member Bucher seconded the motion. The motion carried by voice vote.

PROCLAMATIONS AND PRESENTATIONS

Member Helle moved to accept and place on file the Proclamation-Fulton/Mason Crisis Center Domestic Violence Awareness Month for September. Member Hall seconded the motion. The motion carried by voice vote.

PUBLIC REMARKS

Gloria Moore reported to the Board about a safety issue at the corner of County Highway 6. Ms. Moore said the school bus that her granddaughter gets on has almost been hit two times and that the semi trucks are driving too fast and over weight.

ACTION AGENDA

FINANCE/INSURANCE

Member Manock moved to adopt the Resolution for transfer of funds from the General Fund/Coroner in the amounts of $400.00 Education 001-533.115-005 to Autopsy Expense 001-590.775-005 and $500.00 from Jury Certificates 001-590.340-005 to Autopsy Expense 001-590.775-005 with a second from Member LaRiviere. The motion carried by roll call vote (18-0).

Member Manock moved to adopt the Resolution for transfer of funds from the General Funds/Property in the amount of $1,000.00 from Telephone 001-520.310-048 to Supplies 001-520.301-048 with a second from Member LaRiviere. The motion carried by roll call vote (18-0).

Member Manock moved to adopt the Resolution that $4,000.00 be appropriated from unappropriated funds to meet an immediate emergency into the Child Support and Maintenance Fund, Salary line item #012-502.100-054 with a second from Member Bucher. The motion carried by roll call vote (18-0).

Member Manock reported to the Board that the Finance Committee is continuing work on the ensuing FY 2007-2008 budget and will report next month on the status of the budget.

SAFETY

Member Bucher moved to adopt the Resolution that the variety of surplus and unclaimed property will be sold at a public auction on September 21, 2007 at the Fulton County Sheriff’s Station with a second from Member Manock. The motion carried by roll call vote (18-0).

ZONING

Member Parson moved to adopt the Resolution whereas Golf Partners, Inc requested re-zoning of real estate in Putman Township, from Agriculture/Conservation (AC) to Residential (R-1) with partial description being a part of the East Half of Section 3, Township 6 North, Range 3 East of the Fourth Principal Meridian, Fulton County, IL. This re-zoning request was approved by the Fulton County Zoning Board of Appeals. Member Helle seconded the motion. The motion carried by roll call vote (18-0).

Member Parson moved to adopt the Resolution whereas Hickory Lane Developers, Inc., request to re-zone a piece of real estate in Putman Township from Agriculture/Conservation (A/C) to Residential (R-1). A part of Outlot “M” in Wee-Ma-Tuk Hills Section Two, being a subdivision of part of Section 3 and a part of the East Half of Section 4, all in Township 6 North of the Base Line, Range 3 East of the Fourth Principal Meridian, Fulton County, Illinois. Member Helle seconded the motion. A motion was also made by Parson with a second from Andrews that the Fulton County Plat Officer still had to sign off on the plats for the re-zoning and once the Plat Officer approved the plats, then the Resolution will be fully adopted The motion carried by roll call vote (18-0). The Fulton County Plat Officer signed the Plats approximately one week later, therefore the Fulton County Zoning Officer is hereby directed to show this zoning on the official zoning map at the time it becomes effective. The Fulton County Zoning Board of Appeals has approved this request.

PUBLIC WORKS & HIGHWAY DEPARTMENT

Bill Kuhn, Fulton County Highway Superintendent along with Kat Haessler, Peace Corp Fellow gave a presentation about Taxation and Funding Opportunities to increase County Highway Funding and placing a referendum on the 2008 ballot. Mr. Kuhn presented information on current funding, projects not funded, infrastructure highlights, potential solutions, and recommendations. Anyone wishing to discuss these items further can contact Mr. Kuhn at the Fulton County Highway Department 309-647-0531.

Mr. Kuhn also reported to the Board that donations are being taken to replace the old wooden planks on the Bernadotte Bridge and anyone wanting to make a donation can contact the Fulton County Highway Department at 309-647-0351.

PROPERTY

Member Parson of the Property Committee reported that Mt. Pisgah will be open for the Fulton County Spoon River Scenic Drive on October 6th, 7th, 13th and 14th, 2007. Mt. Pisgah will have three more vendor slots than the previous years. This year will mark the 40th anniversary of the Scenic Drive.

OTHER

The Ad Hoc Interviewing Committee for County Administrator meeting will be held on September 19, 2007 at 6:00 pm in room 103 at the Fulton County Health Department. The Committee will go into Executive Session to review resumes’ and no action will be taken after the Executive Session.


There will be no parking around the Fulton County Courthouse Square from September 19 thru 23, 2007 because of the Fall Festival.

A Telenet Conference for Land Use and Water Quality will be at the Fulton County Farm Bureau Building on September 20, 2007. Please call the Extension Service for more information at 309-547-3011.


RECESSED SESSION
Member Manock moved to recess the meeting with a second from Member LaRiviere at approximately 8:47 p. m. The motion was carried by voice vote. The next Fulton County Board meeting will be held on October 9th, 2007 at 6:30 pm, Fulton County Courthouse, Room 201, Lewistown, IL.

Fulton County Clerk, James I. Nelson swore in newly appointed Board Member Steve Conklin for District 3. Member Conklin is replacing resigned Member Theresa Abbadusky and was seated.

ANNOUNCEMENTS, COMMUNICATION AND CORRESPONDENCE

Member Clark moved to adopt the new Fulton County Board Committee Appointments for Fiscal Year 2007-2008 with a second from Member Parson. The motion carried by voice vote.

Member Hall thanked all the Board Members for their hard work on the Fiscal Year budget 2007-2008.

PUBLIC REMARKS:

Andrew Thornton, Fulton County EMA Director addressed the Board along with the Public to say that quality service will still be administered to the Community and there will not be any cuts for this fiscal year; and to vote no on the proposed tax levy cut for the Fulton County EMA.

Kevin Delmastro, Representative for the Employees of Fulton County EMA presented over 1,900 signatures from citizens of Fulton County to not cut the tax levy for FCEMA.

Patsy McCleary, a citizen of Fulton County voiced her opinion on the proposed cut to the FCEMA tax levy and urged the Board to vote no on proposed tax levy cut.

Finance/Insurance

Member Manock moved to adopt the Resolution for transfer of funds upon the Fulton County General Fund, State’s Attorney Salary line item in the amount of $4,723.84 from Contingency #001-590.604-021 to State’s Attorney Salary #001-510.101-007 with a second from Member LaRiviere. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Resolution for transfer of funds upon the General Fund, Public Defender Salary line item in the amount of $3,955.82 from Contingency #001-590.604-021 to Public Defender Salary #001-510.103-022 with a second from Member LaRiviere. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Resolution for transfer of funds upon the General Fund, Sheriff Office Supplies & Expense in the amount of $30.00 from Interstate Transfer Fee #001-525.330-008 to Office Supplies & Expense #001-520.301-008 with a second from Member Bucher. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Resolution for transfer of funds upon the General Fund, Animal Control Truck Expense in the amount of $10.00 from Feed Supplies #001-595.300-074 to Truck Expense #001-530.101-074 with a second from Member Hall. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Resolution that $575.00 be appropriated from unappropriated funds in the Fulton County Veterans Assistance Commission fund to meet an immediate emergency and to be deposited in line item #015-510.301-061, Office Supplies. Member Bucher seconded the motion. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Resolution that $30,650.00 be appropriated form unappropriated funds in the Fulton County Liability Insurance Fund to meet an immediate emergency and to be deposited in line item #01-590.200-062, County Liability Insurance with a second from Member LaRiviere. The motion carried by roll call vote (21-0).

Member Manock moved to adopt the Ordinance Authorizing Partial Reimbursement by Fulton County Highway and Health Department, Clayberg Nursing Home and 911 of Medical Insurance Coverage of their Employees. The four departments will reimburse at the monthly rate of 35% of the total medical insurance premiums paid on behalf of Fulton County Highway and Health Department, Clayberg Nursing Home and 911 employees and dependents month. The period for reimbursement shall be for the fiscal 2007-2008 commencing December 1, 2007 through November 30, 2008; the Fulton County Clerk to direct a monthly billing commencing on or about December 15, 2007 with reimbursement payments to be made on or before the 28th day of December, and thereafter monthly. Member Hall seconded the motion. The motion carried by roll call vote (20-1). Nay-Member Ron Zessin.

Member Manock moved to adopt the Appropriations for fiscal year 2007-2008 which totaled $22,163,281 with a second from Member Bucher. The motion carried by roll call vote (21-0).
