RECESSES SESSION SEPTEMBER 12, 2006
HELD NOVEMBER 28, 2006
Chairwoman Sandra J. Monari called the Recessed September 12, 2006 Session held November 28, 2006 to order at 6:30 pm in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.
The Fulton County Clerk called the roll and found the following members present:

Member Zessin moved to adopt the budget for fiscal year 2006-2007 which totaled $21,058,644 with a second from Member Bucher. The motion carried by roll call vote (12-7). Nays-Members Abbadusky, Clark, Grigsby, Hackett, Kumer, Parson, Pettet.
The Board approved the 2006-2007 tax levies by voice vote with all motions by Member Zessin with a second by Member Bucher and carried.

Member Zessin moved to adopt the Levies in the total amount of $4,741,325 with a second from Member Bucher. The motion carried by roll call vote (18-1). Nay-Member Kumer
Member Zessin moved to pay from the CDAP Revolving Loan Fund #040-502.105-097 the amount of $60,131.46 as a grant payable to Clayberg Nursing Home for partial payment on the installation on a sprinkler system per Resolution on September 12, 2006 for a Fire and Ceiling Upgrade. The motion was seconded by Member Pettet. The motion carried by roll call vote (19-0).
Member Zessin moved to pay the claims for the end of the year from the Fulton County Highway Department in the amount of $60,609.48 with a second from Member Clark. The motion carried by roll call vote (19-0).
Member Zessin moved to the pay the claim from the Fulton County Highway Department to Hillyer, Inc. in the amount of $2,487.90 from #032-502.100-088 with a second from Member LaRiviere. The motion carried by roll call vote (19-0).
Member Zessin moved to pay the claim from the Fulton County Highway Department to Illinois Road Contractors in the amount of $300.14 from #007-570.500-044 with a second from Member Clark. The motion carried by voice vote.
Member Zessin moved to pay the claim from the Fulton County Highway Department to Precision Midwest GPS Receiver and Data Collector in the amount of $12,863.06 from # 06-520.100-116 with a second from Member Clark. The motion carried by roll call vote (19-0).
Member Zessin moved to adopt
the Resolution that $200.00 be appropriated from unappropriated funds in the
Fulton County Working Cash Fund to meet an immediate emergency and to be
deposited in line item 004-500.100-099, Interest Transfer to County
General with a second from Member Bucher. The motion carried by roll call vote
(19-0).
Member Zessin moved to adopt the Resolution that $10,150.00 be appropriated from unappropriated funds in the Fulton County Community Development Assistance Fund to meet an immediate emergency and to be deposited in line item 040-502.105-097, Economic Development Loans with a second from Member Bucher. The motion carried by roll call vote (19-0).
Member Zessin moved to adopt the Resolution that the 014 Series 1990 Landfill ($1,660.00) account be closed and that any accrued interest in said account be transferred to the General Fund with a second from Member Bucher. The motion carried by roll call vote (19-0).
Member Zessin moved to adopt the Resolution that an additional $10,000.00 be and is hereby appropriated from unappropriated funds for an emergency in the Tort Judgment and Liability, 016-590.200-062 with a second from Member Bucher. The motion carried by roll call vote (19-0).
Member Zessin moved to adopt the Resolution that $200.00 be appropriated from unappropriated funds in the Fulton County Probation Services Fund to meet an immediate emergency and to be deposited in line item 009-501.000-047, Interest Transfer to Co. General with a second from Member Manock. The motion carried by roll call vote (19-0).
PROPERTY
Member Bucher moved to adopt the Resolution to reappoint Jeffrey Harris as Site Superintendent for the Fulton County Camping and Recreation Area for a four ( 4 ) year term commencing December 1, 2006 and ending November 30, 2010. Also, that the Site Superintendent for the Fulton County Camping and Rec Area shall have his salary reviewed on an annual basis and said salary shall be further subject to evaluation, review and adjustment each year with a second from Member Hamm. The motion carried by roll call vote (18-1). Nay-Member Hackett
HEALTH
EXECUTIVE SESSION:
Member Shaw moved to go into Executive Session for Personnel Issues and Collective Bargaining Issues at 7:30 pm with a second from Member Pettet. The motion carried by roll call vote in open session (19-0).

Member Hamm moved to end the Executive Session at 7:47 pm with a second from Member Parson. The motion carried by roll call vote in open session (19-0).
Member Shaw moved to adopt the Resolution pursuant to the recommendation of the Fulton County Negotiation Committee and contingent upon the approval of the members of the bargaining unit that the collective bargaining agreement with Clayberg Nursing Home be approved with a second from Member Parson. The motion carried by roll call vote (19-0).
Member Viano moved to adopt the Resolution that the Fulton County Board that the Following proposition shall be placed on the April 17, 2007 Consolidated Election Ballot: “Shall Fulton County be authorized to levy and collect a tax at a rate not to exceed 0.1 percent for the purpose of maintaining Clayberg Nursing Home?” with a second from Member Pettet. The motion carried by roll call vote (19-0).
Member Pigg moved to rescind the motion with a second from Member Kumer to rescind the motion to seek a buyer for Clayberg Nursing Home. The motion carried by roll call vote (11-7). Nays-Members Abbadusky, Bucher, Clark, Grigsby, LaRiviere, Manock, Parson
Member Viano moved to adopt the Resolution pursuant to the recommendation of the Fulton County Board Chair and the recommendation of the Fulton County Board Nursing Home Committee that Bonnie S. Breese, contingent upon her execution of an employment agreement, be appointed to serve as Administrator of the Clayberg Nursing Home for the period of time commencing December 1, 2006 through November 30, 2007 with a second from Member Helle. The motion carried by roll call vote (19-0).
ADJOURMENT
