FULTON COUNTY BOARD
REORGANIZATIONAL SESSION
DECEMBER 6, 2006 6:30 PM
Fulton County Clerk, James I. Nelson called the Reorganizational Meeting of December 6, 2006 to order at 6:30 pm in Courtroom 201 at the Fulton County Courthouse.
The Fulton County Clerk called the roll and found the following present:

The Invocation was given by Member Zessin, which was followed by the Pledge of Allegiance to the flag by Board members and guests.
Member Kumer of the Credentials Committee (Members Clark, Kumer, Pigg) reported to the Board that they have examined the records on file in the County Clerks office and found that al newly elected board members had filed the proper credentials with a second from Member Clark. The newly elected members are as follows by Districts:

Member Kumer moved to seat the newly elected board members, which was seconded by Member Clark. The motion carried by voice vote.
Fulton County Clerk, James I. Nelson, swore the newly elected members into the office by their districts.
Member Huggins was the Caucus Chairman for the Democrat Party and presented the recommendation for Sandra J. Monari to be nominated as Fulton County Board Chair and for Edward L. Ketcham as Vice Chair. Member Huggins moved to accept the recommendation.
James I. Nelson, Fulton County Clerk, reviewed the Rules for electing a County Board Chairman and Vice Chairman and then nominations were opened for Chairman of the Fulton County Board. Member Huggins nominated Sandra J. Monari for Fulton County Board Chairman for the 2006-2008 term. Member Pigg nominated Edward L. Ketcham for Fulton County Board Chair for the 2006-2008 term. Hearing no further nominations, after asking three times, the Clerk declared nominations closed. Roll call vote was taken, with each member saying the last name of the nominated candidate; either Monari or Ketcham. Monari received seven votes and Ketcham received ten votes. The new Fulton County Board Chairman is Member Edward L. Ketcham.
The nominations were open for the Vice Chairman position. Member Manock nominated Member Delbert Parson for the 2006-2008 term. Hearing no other nominations, after asking three times, the Clerk declared the nominations closed. By roll call vote, Member Delbert Parson was elected (16-1). Nay-Member R. Zessin
The meeting was then turned over to the newly elected Chair, Edward L. Ketcham.
The County Board’s Rules of Order for the 2006-2008 term were reviewed. Member Clark moved to adopt the Rules of Order as is with a second from Member Manock. The motion carried by roll call vote (17-0).
The new committee appointments for the 2006-2008 term were distributed to all board members and Chair Ketcham asked that all appointments be approved as is. Member Pigg moved to accept the new committee appointments with a second from Member Bucher. The motion carried by roll call vote (15-2). Nays-Members Monari and Zessin.
ADJOURNMENT
The next meeting to be held for the Fulton County Board will be on December 12, 2006 at 6:30 pm in Courtroom 201 on the second floor of the Fulton County Courthouse. The new Chairman of the Board, Edward L. Ketcham gave a short acceptance speech and welcomed the new board members. Member Manock moved to adjourn the meeting with a second by Member Bucher. The meeting adjourned at approximately 6:58 pm.
