FULTON COUNTY BOARD
REGULAR SESSION
DECEMBER 12, 2006
Chairman Edward L. Ketcham called the Regular Session, December 12, 2006 meeting to order at 6:30 p. m. in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.
The Fulton County Clerk called the roll and found the following members present:

The Invocation was given by Reverend DeBeer from the First Presbyterian Church in Lewistown, IL; which was followed by the Pledge of Allegiance to the Flag by Board members and guests.
Member Pigg moved to accept and place on file the Minutes of the Recessed Session September 11, 2006 held November 14, 2006 with a second from Member LaRiviere. The motion carried by voice vote.
Member Parson moved to accept and place on file the Minutes of the Regular Session November 14, 2006 with a second from Member LaRiviere. The motion carried by voice vote.
ANNOUNCEMENTS, COMMUNICATION AND CORRESPONDENCE
Fulton County Clerk, James I. Nelson swore in Theresa Abbadusky as a re-elected Fulton County Board member from District 3 and Member Abbadusky respectfully seated with the Fulton County Board.
Chairman Ketcham requested that Fulton County Clerk Mr. Nelson read the resignation letter from Member Jason Norton whose resignation will be effective December 2006. Member Norton’s replacement will be seated at the January 9, 2007 Board meeting.
PROCLAMATIONS AND PRESENTATIONS
Mr. Kent Kowal, Representative for Fulton County to Port Authority Board, introduced the new Port Authority Director, Mr. Steve Yeager and Mr. Kip McCoy an associate with the Port Authority. Mr. Yeager gave a brief talk regarding the out look of the Port Authority for Fulton County.
CONSENT AGENDA
Member William moved to approve the Consent Agenda with a second from Member Clark with one addition to the Report-Clayberg Nursing Home of IDPH claim of $15,000.00. The motion carried by roll call vote (18-0).

PUBLIC WORKS AND HIGHWAY DEPARTMENT
Member Clark moved to adopt the Resolution for a new Speed Limit for a portion of County Highway 6 shall be 30 mph from the intersection of County Highway 6 and Cilco Road, north ¼ mile and east ¼ mile and west ¾ mile. This shall take effect immediately after the erection of signs giving notice of the maximum speed limits. Said signs shall be erected in conformance with the standards and specifications contained in the Illinois Manual on Uniform Traffic Control Devices for Streets and Highways. Member Parson seconded the motion. The motion carried by roll call vote (18-0).
Member Clark moved to adopt the Resolution for Vacation of Abandoned Right of Way Near Existing County Highway 8 with a second from Member Parson. The motion carried by roll call vote (18-0).
Member Clark moved to adopt the Resolution authorizing Federal Aid Matching funds for Right-of-Way acquisition on county Highway #6 project section 03-00125-00-RS with a second from Member Parson. The motion carried by roll call vote (17-1). Nay-Member R. Zessin.
FINANCE/INSURANCE
Member Manock moved to pay the claim of $60.13 to the Canton Daily Ledger for legal publications with a second from Member LaRiviere. The motion carried by voice vote.
Member Manock moved to pay the claim of $347.50 to Prairieland Printing for Fulton County Announcement Cards with envelopes with a second from Member LaRiviere. The motion carried by voice vote.
Member Manock moved to pay the County’s proportionate share of the Court Services Department (Probation Division) quarterly payment of $88,494.50 of the total amount of $353,978.00 with a second from Member LaRiviere. The motion carried by roll call vote 18-0).
Member Manock moved to pay the proportionate share of the Budget of the Office of the Chief Judge of the Ninth Judicial Circuit for fiscal year 2006/2007 in the amount of $4,459.91 with a second from Member LaRiviere. The motion carried by roll call vote (18-0).
Member Manock moved to pay the claim of $26.68 to Countywide Office Supply, Inc., for calendar books with a second from Member LaRiviere. The motion carried by voice vote.
Member Manock moved to pay the claim of $79.90 to Countywide Office Supply, Inc., for two tape recorders for County Board members to use for executive sessions with a second from Member LaRiviere. The motion carried by voice vote.
Member Manock moved to pay the claim in the amount of $1,500.00 for UCCI dues for 2007 with a second from Member LaRiviere. The motion carried by roll call vote (17-1). Nay-Member Abbadusky.
Member Manock moved to pay the claim in the amount of $3,445.00 to Clifton Gunderson for professional services through November 15, 2006 for consultations and advisory services related to budget and tax levy documents for fiscal year ending November 30, 2007 with a second from Member LaRiviere. The motion carried by roll call vote (16-2). Nays-Members Abbadusky, Kumer.
Member Manock moved to pay the claim in the amount of $27,594.28 to Phillips & Associates Architects, Inc., for payment to Foster-Jacobs, Inc., in regards to the Electrical Update work at the Courthouse with a second from Member LaRiviere. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution directing the County Treasurer to transfer $10,000.00 from the County General Fund line item #001-510.170-017, Transfer to Courtroom Renovation Fund and deposit into the Courtroom Renovation Fund, line item #056-400.100-112, Transfer from County General Fund. Member LaRiviere second the motion. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution directing the County Treasurer to transfer $35,000.00 from the County General Fund line item #001-510.190-017, Transfer to Series 1993 Landfill-Closure Expense and deposit into the Landfill Bond Debt Service Fund, line item #047-400.200-103, Transfer from County General Fund with a second from Member LaRiviere. The motion carried by roll call vote (18-0).
Member Manock moved to pay the Fourth Quarter Mileage and Per Diem for Fulton County Board members in the amount of $11,549.97 with a second from Member LaRiviere. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution to Assist First Time Homebuyers Assistance with a second from Member Parson. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution authorizing the Fulton County Board Chair to accept the retainer letter agreement from Attorney Bruce Beal on behalf of his firm, Claudon, Kost, Barnhart, Beal & Walters for a retainer fee of $780.00 per month as set forth in his letter dated October 10, 2006. Member LaRiviere second the motion. The motion carried by roll call vote (15-3). Nays-Members Huggins, Kumer, Medus.
Member Manock moved to adopt the Resolution for the compensation of Rod Hamilton as Fulton County Supervisor of Assessment be set at $43,869.70 for the fiscal year December 1, 2006 through November 30, 2007 with a second from Member Clark. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution with a second from Member Zessin to set compensation for Chris Helle, Fulton County Zoning Officer at $10,000.00 for fiscal year December 1, 2006 through November 30, 2007. The motion carried by roll call vote (18-0).
Member Manock moved to adopt the Resolution with a second from Member LaRiviere to accept both bids for Tax Anticipation Warrants for Fulton County. MidAmerica National Bank submitted a bid of 4.95% and Farmers State Bank submitted a bid for 4.95%. The motion carried by roll call vote (16-2). Nays-Members Kumer and Williams.
Member Manock moved to adopt the Resolution that the Board of Review extend its time for hearings until March 30, 2007 with a second from Member Parson. The motion carried by roll call vote (18-0).
SAFETY
Member Huggins moved to place on file with a second from Member Manock the Fourth Quarter Safety Award winners: Health Department-Crystal Hardesty; Clayberg-Cindy Ewalt; Sheriff Department-Warren McGhee; Courthouse-Deb Wright and Highway Department. The motion carried by voice vote.
ADJOURNMENT
Member Clark moved to adjourn the meeting with a second from Member Parson. The motion carried by voice vote with the meeting adjourning approximately at 8:10 pm. The next Fulton County Board meeting will be January 9, 2007 at 6:30 pm, Courtroom 201.
